I am informed by PAPs who ought to know that the likeliest source of a Taiwanese toddler via our agency is Chung Yi orphanage.
Now I gotta tell ya, I had quite the time finding information online about Chung Yi. It is nowhere near as popular and photogenic as St. Lucy's. However, it is the real deal.
Not only is Chung Yi a home for all ages of orphans, but it is an emergency shelter for the abused, neglected and abandoned among the littlest Taiwanese. It broke my heart, but made me proud, to read about it when I finally located a page and got it translated. (Google is most definitely not evil in this regard.) The American School Taiwan makes a monthly visit there, according to Wikipedia, to take the children swimming or to the park. The organization is known as the Orphange Club.
